how to use a transmitter and reciever?

I want the transmitter hooked up to the stamp and the stamp has a solenoid hooked up to it. I have the reciever hooked up to a stepper motor board and and a stepper motor.
Each time the solenoid cycles the transmitter reads the number of cycles and sends it to the reciever which has the stepper motor spin 1/4 of a turn each time the solenoid is cycled
