Short answer: sort of. In my book Microcontroller Projects with Basic Stamps (you should be able to get this from Parallax) I show how to make a 16F84 programmer from a Basic Stamp. We also used to sell this as a kit, although we haven't for some time. It takes a few external components and a special piece of software to read the hex file and send it to the Stamp.
You could, in theory, do the same thing with a more modern PIC, but we have not done it.
