No, but your message took me back 25 years to the
'cheap video cookbook' and the Sinclair/Timex ZX80
series with their 'software' video systems. I'm sure
you could do the basic sync signals but you'd struggle
to get the luminance in fast enough as you're thinking
of pulses around the 8MHz for a typical
medium-resolution dot generator. I don't know NTSC but
am sure the signal for that element is far too rapid
for the STAMP.

There is a program called SERVID (written for SX18)
It creates a 4x20 text screen for NTSC (and PAL) monitor.
