BS-1 hardware not found error

Hello, I have built my first STAMP's, I have experiance in building
circuits, soldering etc. this was not my first attempt so I do not
think there is any problem with the boards from that poing (though
anything is possible).
But when I try to run STAMP2P and do the Alt-R I get a "No hardware
found" error.
I first ran under WIN95 and have since tryed to run off boot disks
(one Win98 the other created with WinXP).
I have checked continuity from the DB25 connector making sure PIN2
on the DB25 corisponds to header pin 2 "PCI" on the First Step
PBASIC Micro board (same for pin 11 and 25)
I am using a fresh 9V battery and have checked and do get +5V on the
5v header pin.
What next should I look for? could it be the parallel port settings
on my laptop (it is setup for bi-directional) could it be that I
need to find a old version of plain old DOS?
any help is greatly apreciated as I am currently at a loss for what
to try next.
