One TTL serin get info from two TTL serout pin

One alternative: an OR-gate (inverted polarity) or AND-gate (true
polarity). Feed the two serial sources to the gate inputs, and the
gate output to the Stamp pin.
Or, if you get to control how the serial sources operate, use an open
drain/source approach.
