Is there anything smaller than the 2803 that can handle at least 25mA per
output? I need to drive 12 - 16 LEDs that are 20mA each in as small of a
total form factor as possible.

    If you can get away with a little less current, 74hc595 will drive 8 LEDs
    at 10 to 15 mA each. They also have the added advantage of allowing you to
    drive as many LEDs as you want from only 3 pins.

    If you need more current, the TI TPIC6595 OR TPIC6C595 are good for 200mA
    or 100mA respectively. Same 3 wire interface as the 74hc595.

    use SOP transistors. they are slighly larger than the pads they
    connect to.

    But, for 16, you might be better off with a MCP23016 it is available
    in TSSOP and QFN packages for slightly small size.
