Need to count and have the speed. Is that possible using the 4060 ?

Hi,

I will count using infrared (no problem)

The problem is that I need to take speed
( for example if I am counting apples
, speed could be apples per minute.

I think that the 4060 chip could work
( Am I ok ? )
