Phone line question

Just wondering if anybody had a hot idea on what to do with my
problem.I want to dial out with the stamp, but when it gets to the
number it dialed I want it to know if it was picked up or not,so it
can call another number.
Since I have never messed with a phone line is there a voltage it
could use to tell it has been picked up or not.If worse comes to
worse it is voltmeter time.
