programs work differently when laptop connected

Hello,
This is a problem that has been seen before. At this time the
error only occurs on Dell and Gateway laptops. What is happing is other
systems let the DTR line float or drive the line to a negative voltage
after the stamp editor is done with the port. If the line is floating or
driven low the stamp will function correctly, when the line is set high
it will hold the stamp in reset. Parallax is looking in to a fix but at
this time the only work around is keeping the debug window open or
unplugging the cable. So basically your PC is fine it is just doing
thing a little different then other PCs.

I see odd behavior when I have my laptop connected to the RS232
interface (p1-p4). Programs only run when I have a debug statement
in the program. When the BS2q is connected to my desktop, all is
well.
I know little of RS232. However, I got out my voltmeter and found
that on my laptop the voltage between GRD and TX in +6V. On my
desktop the voltage difference in -7V. Is there a problem with the
com port on my laptop? What is the correct voltage?
My laptop is a Dell Latitude.
