substitutions for bs2 chip? posibly burnable,,

i need:

16 + i/o
serial compatable IF its not burnable,,
utility to burn if they are burnable,
preferably similar design to bs2 chip, as its already designedwith a
socket forit,

i plan to run 2 servos, a bunch of lights,

also if i plan to put a socket in,, how and where do i wire on the
serial and power and reset buton to it, my literature doenst seem to
want to teach me to utilize bs2 with out paying 100 +$ for a premade
serial / power / reset, im baisically looking to drop a
reprogramable chip simular to bs2 into a socket and have all the
programable features still present inthe finsihed project,, but also
want to lookinto burnable chips to cut cost on making my device,

some one old me they give away a tester chip somtimes,, more info on
how to go about that would be sweet,, im self taught so figuring out
the small details is proving more dificult then i had expected, ie
how to get the functionality i need cheep, not 50+$ per one chip,,
and how to take the chip off my home work board and build my own
sdocket with serial and power,

    The moderator of this group does not like references to Non-Stamp
    suggestions......But here it goes.

    You may want to look into a PIC microcontroller or the Ubicom SX. The SX is
    sold through Parallax, much faster than any stamp or PIC, but not as friendly
    to use.

    There are yahoo groups for both devices, so further questions about these
    devices should go through one of the other support groups.

    What the moderator and other Parallax employees don't like is those who
    want the quality of our goods and services for free -- or nearly free.
    What people find when the try other (cheaper) sources is that you do in
    fact get what you pay for.

    We offer our interpreters at a very reasonable price and professionals
    embed them into commercial products all the time.
