How can I measure humidity using internet
browser, and a BS2-IC with my board of education.

Use something like this to measure humidity:

and this to connect your BOE to the Internet:

http://www.parallax.com/detail.asp?product_id=30005

You'll have to put the two together and write some code. Keep in mind
that Engineering is about developing solutions as they are not available
via an Internet forum....
