BS1- Stamp not responding......

Hi guys....
I'm trying to load a basic program on the my BS1 module with a
Bs1 carrier Board.
I keep getting an error message "Hardware not found" I tried both windows and
Dos programs, I still get the same results... I chage the programing cable
ans I changed the BS1 module twice.... Can some one please help.. Thank you

    What is the battery voltage to the Stamp at the moment you are attempting to
    download to the Stamp?

    The battery voltage says constant at 8.5 volts the Pins (3) PC out 5 volts
    and pin(4) PC In 2.7 volts
