BS2p24 not responding

I build controllers for a project and usually use BS2 OEMs.
Recently I thought of upgrading the controller and bought a BS2P to try the chip
out.
Unfortunately I could not get it to respond to my computer and after discussing
it with Parallax they exchanged the chip.
Now the new chip arrived and I just hooked it up on a breadboard.
I connected only a 5 V power source and the four wires to the DB9 connector and
again nothing happens, my computer does not find the hardware (this is the same
computer set up which I use regularly to connect to our BS2 stamps).
And yes, I did use the Stamp2p.exe program for this chip.
Strangely enough the chip only draws 8 mA when connected in this fashion.
Does anybody have any idea what causes this lingering problem?

Comments
pin 6 to pin 7, for the IDE to detect the DB-9
is connected. Also, if you're using the OEM
version, I believe you need to have a 10K resistor
from MCLR to +5.
I'm assuming you've got the correct power pin.
(If you're driving Vin, it should be at least
6 volts. If you're driving Vdd, it should be
+5 volts.)

Be sure you have the most recent version of Stamp2p.exe (the DOS
software), The '2p chip did go through a couple of revision cycles,
and as far as I know, each has its own DOS software version. What
message did it give?
Be sure the program is directed to the right COM port. e.g., STAMP2P
2 for COM2: Also, be sure you have the loopback connection between
pins 6 and 7 (DSR to RTS) on the DB9, or use the software switch to
ignore it.
Try the windows IDE, STAMPW.EXE version 2.1 beta, to see if it can
identify the chip.
I am confused whether you have the standard 24pin module, or an OEM
module, or bare chips.

I am using the BS 2p24, to my knowledge that is not an OEM stamp nor a bare
chip. Even the order number is only BS2P24 so there is really nothing more I can
explain about the stamp.
I use the software which came with it, Stamp2P.exe vers. 2.0, I can nly run DOS
on my machine.
And yes pin 6 &7 on the DB9 are connected (I am strictly following the
connection diagram supplied by Parallax to connect the DB9 to the Stamp).
The error message says
"Error Hardware not found
Hit any key RUN"
I increased the voltage at the Vin pin to 6 or 7 volts but that did not change
anything.
Totally baffled
