I'm working on building a DCC system to control my HO train set with
the either the Basic stamp 2 or 2p. I'm planning on having a stamp
decoder in each loco and using one in the command station. But I am
having problems developing the circuitry needed for the decoder,
booster, and command station. Any assistance would greatly be
appreciated.

Digitrax sells a serial interface for PCs. You may be able to use that for
your controller interface via serin/serout.
I've seen decoder circuits, but can't put my fingers on one at the moment
