cannot communicate with pc

I have the 2P40 and i have a db9 connector on the circuit board i
made. I connected it to the pc via straight through 9 pin cable.
The program says "no basic stamps found."
I rebooted the pc still no repsonse.
I tested and found no shorts.
I tested the power lines and 12V is going into pin Vin and Vss to
ground. the chip does get a hair warm.
The capacitors i bought are green and are not labled with polarity.
does that matter? did i buy the wrong type of capacitor?
What else should i check?

    If you've done your own board, you'll need:
    1. Loopback DB-9 pin 6 to pin 7. The IDE uses this
    connection to verify you have the cable connected.
    If it doesn't find this loopback, it says 'not found'.

    2. Put two .1 uF capacitors on the DTR line.
    Connect the DTR line to the ATN pin of the Stamp
    module. This line is used by the IDE to reset the
    BS2 when it is preparing to program it.

    You can hook the DTR directly to the ATN, and the
    IDE will still work. However, if you want to talk
    to the '16' port with Hyperterm, you'll need these
    capacitors. As long as the 'DTR' signal is active,
    it will hold the BS2 in 'reset' if you don't have
    these capacitors.

    Look at the manual for the BOE board (from the
    Parallax site). It has a schematic at the end of
    the PDF file which shows how the BOE does it.

    I have been looking at my problem on the side of the circuit board
    and i noticed that the serial cable has the pins labeled 1-9.
    GOing by the numbers, i had the pins reversed. Upon resoldering the
    pins to the numbers on the serial cable pins, now the program says
    yes for loopback and echo but also STILL says "no BASIC stamps found".

    Anybody in the chicagoland area with a working setup that i could try
    to see if my chip is even any good?

    check voltage battere, they have > 5V ?
