Thank you for your help everyone, the PAK-V sounds perfect, provided
I can get one in the UK. It even shows an application using precisely
the TriColour LED that I am looking at.
I want to keep the physical circuitry as simple as possible, and on
Al Williams' website it shows this diagram:

as way of generating an analog voltage from 0v to 5v. Is this all
that is needed between the PAK-V and the LEDs?
BTW my end product is going to be something like this

1) Yes, we ship to the UK.
2) You don't want to drive the LED with a variable voltage! Just let the
pulses go through the LED (with an appropriate limiting resistor). When the
pulses are at 100% the LEDs will be at full brightness. At 0% they will be
effectively dark. At 50% the LEDs will be at 1/2 brightness etc. The truth
is the LEDs will be flickering, but your eyes "integrate" the rapid pulses
so you see the light as dimmer.
