is there a chip that works with the stamp that will read the phone
line as the call is coming in and be able to read the caller id and
decipher the information?

In the UK Caller UD is encoded as a FSK signal at 1200 baud. With the above
Mod all of the hard telco interfacing is done for you in the very cheap
CallerID box - It's up to you to read the 1200baud ascii encoded didgets
with the stamp - trivial job.
You can use Caller ID chips if you are after a more compact solution, but if
it's a one off the above method is certainly cheap and quick
