PAK-VIII Troubles

I bought a PAK-VIII, and I can't seem to get it working.
I've rewired the circuit many times, and checked voltages, etc.
I'm using code from ( http://www.al-williams.com/servo_bot.htm

code has not been modified ( i.e. BS2 Pin15 is Data and BS2 Pin 14 is
Clock ).
I am using a single LED on P0 of the PAK-VIII. P0 goes to a LED
which in turn goes to ground. There is a resistor between P0 and the
LED.
We have an oscilloscope and can see activity on the CLOCK and DATA pins.
I never see any activity on P0 of the PAK-VIII.
Any help would be appreciated.

Comments
Common problems include miswiring or failure of the oscillator to start.
