Actually this is quite a mature industry with a number of vendors providing
product with various functionality.
Most use a multi-threaded processor as the buoy has to accommodate several
functions simultaneously without radical preemption.
I've designed one and am working (with another gentleman) on a 'master /
slave' high seas drifter that can also be used in confined areas for oil
spill detection, etc..
Our first series was battery powered, did SST (sea surface temperature),
location via both dopler and gps, marked and reported battery voltage
supply, internal temperature etc...
Various physical designs have been utilized with a number of electronic
platforms (Hitachi, Basic Stamp, etc..).
Goal was 5-year life, extensible, gps, etc...
There are a couple of 'industry' standards (defacto) satellite platforms
geared towards this arena with known and supported protocols and message
formats...might pay to look into that before you jump in head first.

First one I heard of was back in the 80's. It used a Micro with Forth
built in, called ratfor or something similar. It used a large pyrex
test tube as the body
