I am having trouble connecting my stamp2e through a serial cable and a usb to
serial converter to my computer, any reasons as to why this is occuring would be
appreciated.

Comments
that don't properly implement the 'handshake' signals
(DTR especially) that the Stamp uses for 'Reset'.
This prevents them from being used successfully with
the BS2.
Units which work:
The BAFO unit sold by Parallax is a good one, as well
as the KeySpan 19W. FTDI also has a good unit.
Units which don't:
The Belkin one does not work, nor will some that are
sold to work with PDA's.
Other issues: If you aren't using a Parallax board,
or you are using a board you built yourself, the BS2
IDE wants RTS looped to CTS so it can identify when
the BS2 is physically connected. Also, if you have
another program (like Hyperterm) using the serial
port when you try to program the BS2, the BS2
IDE will not be able to connect to it.
