Here is what I have found in VB.net:
Platform SDK: TAPI
comm
The comm device class consists of communications ports. You access these
devices by using the Win32 file and communications functions.
The lineGetID function fills a VARSTRING structure, setting the
dwStringFormat member to the STRINGFORMAT_ASCII value and appending a
null-terminated string that specifies the name of the communication device
(such as the modem name).

Not sure, but to find out, do the following:
1) Right click in the tools area
2) click components
3) Under the controls tab, check Microsoft Comm Control 6.0

I have often read in this forrm users connect a 220 ohm resistor in series
with every pin. In many applications, this will not affect the input or
output.

A fuse may not react quick enough. By the time the fuse blows, the out pin
may
be destroyed. A resistor in line with the output to limit current to a safe
value, might be a better choice.
