I wouldn't recommend it since the different drains on the batteries may
damage the lower battery.
If you can't run the other motor on the higher voltage, why not use a
DC-DC converter chip to bounce the voltage up?
If the stepper motor doesn't draw too much power you may be able to make
do with a cheap IC and a large capacitor.
(I think Maxim have some)
Or you could have one 14.4V pack, and step down the power for the other
parts?
Another alternative would be to have two separate battery packs in the
robot.

I am trying to power a robot that is set for 7.2v source and a
stepper motor that is set for a 12v source.
to accomodate this difference i am thinking of arranging the
batteries as shown in this schematic.
any Ideas?
