Using 2 7.2v batteries - series and parallel?

Is there a way for me to have 2 batteries together in such a way that
for the circuits that need 14v it will draw it, and for the ones that
need 7.2 but more current it will draw from it in parallel?

That would solve my stepper motor needing 12v problem.
