Both the free ones are tied to buying commercial boards and are somewhat
feature-starved.
Both the commercial ones are quite good. Eagle is better known and has more
users. QCad is _far_ cheaper than Eagle and (IMHO) a better product.
www.ivex.com is another that I only tried the demo for. I liked Eagle and
QCad better.

QCad looks like a CAD program with no Gerber file output. Needs CAM
Expert to do that ?
since there are pleany of CAD programs it seems like this does not
offer the features of a PCB program.
ExpressPCB and Eagle both offer schematic drawings that will link
directly to the actual board layout.
Both ExpressPCB and Eagle have librarys with parts that know what
pins are what and list hole sizes for drilling.
My opnion is that it is harder to find a more simple program the
ExpressPCB for boards, even if you don't use the schematic features.
and Eagle offers the biggest bang for a 'free' software. the board
size limit on the free stuff is a PITA but hey. it's free.
one caveat is that if you do photo transfer printing (toner transfer
or transparency) to make PCB's at home, don't bother with Express
PCB, it is limited to prevent easy use in that fashion. the want
you to buy their boards and make it hard to use it any other way.

www.autotraxeda.com, but I'm not 100% positive. You can get a version that
limits the number of connections for free.

The free LT-Spice package offered by Linear Technologies has one of the
finest schematic entry packages that I've seen. You also get all the SPICE
stuff but you can ignore all that if you want.
Your total cost is a free download. Head over to
