why does it keep burning?

I have a basic stamp 1 controlling a tip 122,127 bridge and a motor
thru opto couplers, the thing is when using one power supply it runs
ok, when using another power supply with the same voltage specs the
basic stamp burns out very fast.
could it be motor spikes?

wall-wart. It is quite possible for two
wall-warts rated at 12 volts DC 100 mA
to in fact vary in terms of ripple, and
vary in terms of open-circuit voltage.
In addition, insure that the two plugs
are wired identically. The 'center'
conductor MUST be positive.
I would not depend on the BS1's linear
regulator -- I'd tend to put my own
linear regulator (7805) on-board to
insure there's enough current for both
the BS1 and the motors.

one supply has voltage that is too high for the stamp.

forget about specs on the supplies. What do you measure? I suspect
