So you want the 12 volt siren to sound only when the pulsing horn is
pulsing...is that correct? Are you using a basic stamp to control the pulsing
horn?
If yes do you have any unused output pins. Regardless of whether or not you
are using the Basic stamp, your objective can be obtained, but probably not with
a reasonable about of capacitors....
Write back with more detail.....Basic Stamp or not? How is the pulsing horn
turned on? etc

basic stamp is not control the horn. I do not have any control over
the turning on of the horn.

Look at the PWM circuit. the pulsing would charge the cap and
instead of an op-amp, you could use a comparitor.
Of course, you could use a 555 to pulse the horn and use one signal
out to operate the 555 and the siren.
