My bud who does the underwater ROV's uses a standard trolling motor. He
fills the motors with mineral oil and rigs a pressure compensation device
out of a piece of vinyl hose sealed on one end and attached to the motor on
the other end with a brass hose fitting tapped into the housing.

Keep in mind the trolling motors are already sealed for use in shallow
water -- servos would not be.

    Travis -

Here is a weatherproof servo but I suspect it's more than you need at 27
    FOOT POUNDS of torque: http://www.vantec.com/ssps105.htm
These were built for use on UAV and PPV platforms and are good down to an
11 foot depth. I suppose it would only be fair to mention the price as well.
They run in excess of $ 550.00US EACH.

First define 'waterproof'. Some motors are sealed so tightly that you can
place and operate them under many feet of water but some 'waterproof' motors
    resist splashed water.
You can seal all the parts of the motors around end caps and wires with
clear silicon caulking or RTV but a truly 'waterproof' motor requires a seal
around the shaft. This would require machining a plate with O ring seal and
shaft seal. By doing this, you increase loads on the motor shaft.
    Just some things to consider.

buy a bilge pump and cut the pump part off. The motor inside is
    waterproof. See this page:
