STOP SHOUTING!!! <grin>
Okay ... to your "problem." If you shoot movie film at 24 frames per minute,
instead of 24 frames per SECOND (normal frame rate), you're going to end up
with a time lapse effect -- everything will appear on screen 60 times faster
than in real life.
With the BASIC Stamp you can create a simple tachometer to measure your
shutter speed. What you would have to do is insert a light source and
receiver source on the opposite side of your aperture, such that the shutter
(assuming a 180 degree shutter) interrupts it.
This may end up being more work than necessary, though. Most 16 mm and
larger film cameras allow for crystal sync input so that the camera can be
synced with an external audio recorder. If yours doesn't, you'll end up
having to intercept the motor control voltage and use a PWM and circuit to
control the speed.
