Is there a command that converts from TTL/CMOS or vice versa? Does the stamp
startup as TTL?

TTL and CMOS are fundamental chip technologies. TTL stands for
Transistor-Transistor Logic and usually refers to older bipolar
transistor input and output stages which consume quite a bit of
current. CMOS (Complimentary Metallic Oxide Silicon) is a different
technology that is tolerant of higher voltages and uses much less
current. I have never seen (or heard of) a software command to
switch between the two. If you require such capability you will have
to provide for it with hardware.
However, I have not done a recent, exhaustive study into emerging
technologies and it is very possible that someone, somewhere, has
made an MCU with that capability.

From what I see in the stamp manual, the Stamp is configured for TTL level
signals. I do not see a command to change the input logic from TTL to CMOS.
Although the logic thresholds are different for TTL and CMOS, when running a
CMOS IC Vcc at 5v, I have never had a problem using a CMOS input to the
stamp.
