motorola mc14543 versus CD 4543 in3 digit counter

i am having a problem constructing a 3 digit counter. The original
circuit was based in 2 main integrated circuit: MC14553 and
MC14543.As i could not find the motorola mc14543 integrated circuit
i used a 4543 which apparently should do the same job as is
identical in pin configuration and function as a 7 segments BCD
decoder.
i would appreciate any help or confirm whether the two IC are
perfect for substitution.

The unit is a BCD to Seven segment decoder..
If your unit doesn't respond maybe your program or wires need checked?
