You can plug the Javelin Stamp into any BASIC Stamp programming board
that contains a 24-pin socket.
Yes, you may use the BOE ( and Super Carrier, BS2 Carrier Board,
NX-1000, etc.).

and yet wanting to put 'Java' on my resume,
as well as wanting to do some serious UART
data passing, I was wondering something.
Can I plug the Parallax JavaStamp into my BOE board
and have it work?
I've bought many of the peripherals (HC595, HC165,...)
that come with the JAVA kit -- MUST I have the
Java board?
