Connection of BS2 to USART

I want to establish connection of mobile phone to Basic stamp.My
mobile phone could only execute AT command in 19200,8,n,1,none flow
control but basic stamp could allow the most 9600,8,n,1,none flow
control.
So could I add in a USART to "blaugh" the basic stamp that my
phone is actually working in 9600 baud?so that the AT command could
be send to Basic Stamp and thus enable my phone to send SMS?
I am desperately wanting the information regarding the above
matter, I would be much appreciating any information from you all,
thanks!

without flow control. You may need an invertor before connecting to your
phone, but you certainly don't need to insert a second USART.
