Tachometer with LCD display

I need to make a tachometer with a simple visual display of speed.
Speeds will range from 500RPM to 35,000RPM. I have the signal
generator (hall effect sensor with a magnet on the motor), but I need
help making the Circuit/Programm.

Any pointers?
