com 1 port suddenly blocked

Hello - last night I was playing around with the Micro Web Server, developing a
little application to control a stamp from the web. At one point, the MWS
crashed, appearing to go into some kind of loop which froze my whole machine. I
shut the computer down, restarted, and the COM1 port was blocked. I tried to
restart MWS with the hope of being able to shut it down if that's what was
blocking it. I also have a terminal control program which was also unable to
open or close COM1. Restarted the computer several times - no luck. My Stamp
editor downloads code through COM1 (won't work on any other port) so I'd like to
figure out what's happening here. I'm using XP home. Never had any problems with
COM port availability before that weren't pretty obviously solved.
Does anyone know how to check from the command line or otherwise for what is
trying that port up? I'm also going to need to know how to shut down anything
that's running on that port. Any help would be massively appreciated. Thanks.

again.I had a problem to download to BS2 and this solve the bad connection
problem after two trial.
