Min Max of pin 21 & 24 for BS2 & BS2sx

Hi
Have a site equipment problem and therefore require some info for
possible solution.
Does anyone know the absolute Min & Max Voltage that can be applied
to pin 21 or Pin 24 for the BS2 / BS2sx to still work correctly ?
Secondly can pin 24 be shorted to pin 21 ?
The actual problem is that the stamp freezes occasionally on power
up. I know site supplies are dirty. We have also possibly added to
problem by using a Switch mode power supply 5v 2.4a (4.95v - 5.2v) on
pin 24.
Therefore as a solution I might try shorting pin 24 to pin 21 -
(can't disconnect pin 24 easily), if this does not harm the stamp and
is within the tolerances of the PIC ?
Is there also any other automatic way of kick starting the stamp when
it freezes up. Please note equipment is in remote location and not
easily accessible.
