Somewhat offtrack, but maybe not if stamp controlled. In checking the
rules, this leaped out (pun intended):
"There is no size, weight, or propulsion limit on the ground vehicle;
the nature of the course will dictate practical limits.

The entry must be a ground vehicle. That is, it must remain in contact
with the ground at all times except for short duration jumps of less
than 5 seconds."

While most would think wheel powered, a super-jumping robotic frog would
be an advantage, capable of leaping tall sand dunes in 5 seconds. :).

$1 Million dollars is what you'll win if you build an autonomous robot
to
travle 300 miles on and off road on it's own, with no human
intervention!
Contest is Feb 28, 2004. You have to submit a proposal by Oct 13, 2003.
And
you have to have comercial insurance coverage of at least $1 Million
dollars.
ONLY us citizens can partake. Non-citizens can help, you just can't be
the
winner of the money.

Just for your information. =)
