Inputs from bs2-if does not respond to the program

Hi ,
i have downloaded a program in the bs2-ic for a led blinker and the
led is blinking eather the input is in 'high' or in 'low' condition.
It should dlink when the input is in 'high' but it doesn't.
I hope someone has a solution for my promblem.

A LED has two-wires (one Anode and one Cathode)
Change the LED wires.
