I would say that it depends on how pure the water is.
Pure water is a lousy conductor...
Also, it's not always advisable to use electrisity near water.
There's no way you could use a simple flotation device, then?
(A piece of foam, connected to a microswitch which connects or deconnects a
DS2401 to the 1-wire bus)
It's much simpler to measure...
(Either the chip is there or it isn't :-)

I built a bilge pump controller for my sailboat using a Stamp. It is
basically a water level sensor. The water in this case is lake or river
water - even tap water works.
The sensor consists of two stainless steel screws about 1 inch apart (the
probes), connected to two Stamp pins.
The Stamp sets one pin as input, the other as output. It then puts a high
on the output pin, and checks to see if the input pin is high. If so, there
is water!. I found that tap water has enough conductivity such that 5 volts
from a stamp output pin through the water to the input will cause the input
pin to turn on.
One of the problem of using direct current on probes in water is that you
can actually cause electroplating to occur. Alternating current is better.
So the code in the Stamp alternates the input and output pins each time
through the testing loop, so that one pin has 1 +ve voltage on it one time,
and the other pin has it the next time.
If you are interested in pursuing this approach, let me know and I'll dig
up the schematic and code for you.
