Hi Lana,
I can offer a suggestion to search for H-Bridge chips (Allegro) and H-
Bridge circuits to see what will fit your needs. Search this list
for a lot of information.
then find out what parts you can get easily, locally.
If you have any ability to make a circuit, an H-bridge is not all
that complicated.
As for encoders, there has been a lot of talk of them on here as
well. Encoders are a little tricky as if you want high resolution
you need a lot of counts per revolution. and if you move fast you
may need an intrupeter chip to handle the speed.
OF course there are a few different styles. one will only let you
know that you are moving, another will also tell you direction. yet
another will tell you exactly where you are.
