B2SX OEM troubleshooting

Hi,
I just got a B2SX OEM moudule. I am trying to communicate with it, but no
luck on either a laptop running '95 or a desktop running XP. Both machines
communicate fine with my BOE. On the '95 box I get a "Stamp detected, check
power supply" error, and on the XP box I get "No stamp detected". The
Identify command says that com1 loopback and echo are OK. I am supplying 11V
to VIN and ground to VSS. I have verified the voltage on the pins. I looked
on the Parallax site for a troubleshooting FAQ, didn't see one.
Do I have a dead Stamp here?
