Button Command - Sensing Transition

Hi All, I need help again. So far the help has been great and I am
progressing through my project nicely.
When monitoring a button, when is the button state detected. Is it
detected on the transition, or just on the pin state.
My application needs to detect a button press ONLY on transition,
and if the button is still in the downstate from the previous
actuation, it needs to be ignored. This is why I need the details of
how the button command works please. This is not stated in the
manual that I have.
