somethings not working with serout

I'm trying to get serout to work on a BS2sx
through a sp233a

using

serout 7,16624,[noparse][[/noparse]"test"]

I'm puting this into a lcd with a serial backpack at 9600

either I have something hooked up wrong or the serial out
command is wrong.??

is the above serout command OK?
