BS2 Identification Problem

I have 2 BS2 Chips. One of them is working fine when I hooked it
up to the PC for programming. The "Identify" command says it's a
Basic Stamp 2 V 1.0 with loopback:no echo:yes ... I am using a home
made programming cable. When I loaded the other IC into the same
socket, with the same 9v battery, I could not even get the BS2 to
identify. The result was that there was no loopback but there is
echo. I am using the Basic Stamp Editor for windows v1.33
