High Voltage, Low Current Sensor

Hi Everyone:
I am trying to build a megohmmeter and interface the voltage and current
readings into a stamp as a data logger and display. I was wondering if
anyone had any ideas for a circuit or components to put a high voltage (up
to 10000 VDC) with a low current signal (1-100 ua) into an ADC which then
goes into the stamp. This is a price sensitive project too. Older circuits
just used a needle movement ammeter that had gobs of isolation between the
moving parts and the chassis ground.
Any ideas would be appreciated. Cheers for now and thanks in advance.
