DCE and DTE?

When should either a male or female DB-9 connector be used on a
serial connection? I know serial devices can be classified as either
DCE or DTE, and I believe that determines whether you use the
male or female version.

So for example, how does someone decide that a GPS reciever
should be DCE or
DTE?

I want to standardize the GPS connectors to my flight computers,
and I want to do this the smart way (in a way that I assume is
already the standard).

I don't have a Garmin Etrex GPS receiver to look at, but I believe
it's connector is a female DB-9. Is this a standard for other GPS
recievers and how did someone determine this should be the
correct connector??

    Normally DTE (Data Terminal Equipment) refers to a PC (personal computer) type
    of device. On both 25 Pin and 9
    Pin these connectors are male.

    Normally DCE (Data Communications Equipment) refers to a modem type of device.
    On both 25 Pin and 9 Pin these
    connectors are female.
