New bistep motor controller?

Can Anyone tell me if the "H" 1/2 power command listed
on page 16 of the manual is roughly the same as a
chopper drive? I have a project using 2 Haydon Switch
and Insturment bi-polar linear actuators rated at
2.33v 7w, and 3.25v 13w. I have 24V dc available from
the project power supply. This stepper controller
seems like it was thrown down from heaven just for my
project but I need maximum torque from my actuators.
Is this the product for me? Thanks in advance.
