Are you talking about the 7805 or the on-board regulator ?

    I have a couple of bs2 around with the 5volt regs blown.
    Classic not haveing a current limiting resistor when inputs switch to
    outputs. (stupid)

    anyone know where I can get a few (10-20) of these little chips.

    Are you sure about the part number. The only p30a I know of is a 5kp30a
    which is a 5000 watt transient voltage suppressor. If that is the right part
    number you might try Parallax,

    I believe the stamp2 uses an LM2936 5 volt regulator in surface mount form.
    I do not think you would be able to hurt this regulator by shorting the PIC
    pins. The LM2936 has very good short circuit protection built in.

    Shorting the pins can damage the PIC, which in turn might cause the PIC to
    ask for more than the 50 milliamps available from the regulator, forcing it
    to go into shut down mode.
