Button comand behavior

Hi All,
In my book it says that the BUTTON command is called from within loops. However,
it seems to be called from anywhere, anytime. What is the "proper" behavior of
this command?
I am constructing a device that the user needs to be able to configure before
operation, for example the user will select an operational mode and then set a
parameter, then use the device.
