Power applied & not working...help!

Im running Windows XP and am trying to program this BS1 I just
bought from the local electronics store. When I try to Load,
Program, or Run a file from the menu, it doesn't recognize my device.
I've already eliminated any PCB faults, and have measured levels to
the Stamp coming out of the socket, as well as the Parralel Port
Interface cable...
...everythings connected properly, but It doesn't see the chip when
I try to load or run. Any helpful tips appreciated.

The BS1 programs using DOS software that talks directly to the BS1 thru the
computer's parallel port. Windows XP is rather strict about not allowing
non-Windows software to have direct access to hardware such as the parallel
port.
Do you have the option of programming your BS1 on a computer that is booted
into pure DOS, not a DOS window running under Windows?

Windows XP is based on the Windows NT technology...I
know from experience with device programmers that it
can be a pain to get things working, since the OS
doesn't allow direct access to the hardware ports.
Check and see what your settings are for this port.
