Without more information I can only guess at what your circuit does. You
can't really increase the sensitivity of a photoresistor with resistors and
capacitors. If you need more range you will probably need a lens system
(optics rather than electronics). Since you are just looking for a change
from light to dark background ...I would suggest making a reflective sensor
system. Use an LED to provide a source of light and your photoresistor to
detect the reflected light. You will get more reflection from the white tape
than from the black background. You can purchase an emitter detector pair
mounted in a single housing. This is typically used to detect objects moving
on a conveyor belt. OMRON is a manufacturer that has a wide range of this
